Gender Cell
(Committee against Sexual Harassment)

The University Grants Commission (UGC) has issued directions to set up a permanent cell and a Committee to develop guidelines to combat sexual harassment, violence against women and ragging at the universities and colleges on the basis of the Hon'ble Supreme Court Judgment and guidelines issued in 1997 to provide for the effective enforcement of the basic human right of gender equality and guarantee against sexual harassment and abuse, more particularly against sexual harassment at work places. It has further advised the Universities to be proactive by developing a conducive atmosphere on the campus, where the status of woman is respected. Considering the above guidelines, DA-IICT has established a Gender Cell and constituted a Committee against Sexual Harassment since 2003. From the year 2014-15 and until further notice, the Committee consists of the following members:

  1. Prof. Binita Desai, DA-IICT, Convenor

  2. Prof. Suman Mitra, Dean (Academic Programs), DA-IICT, Member (ex-officio)

  3. Prof. Shweta Garg, Warden, Women's Hall of Residence, DA-IICT, Member

  4. Ms. Geeta Mehta, Chief Accounts Officer, DA-IICT, Member

  5. Prof. Usha Neelakantan, Head, EC Department, LD College of Engineering, Ahmedabad

  6. Ms. Shivani Thakker (Student ID No. 201201108), Student Representative

  7. Mr. Aman Agarwal (Student ID No. 201201063), Student Representative

Terms of Reference of the Committee:

  1. Prevent discrimination and sexual harassment against women, by promoting gender amity among students and employees;

  2. Recommend for changes and amendments in the Rules and Regulations applicable for the employees and students to make them gender just and to lay down procedures for the prohibition, resolution, settlement and prosecution of acts of discrimination and sexual harassment against women, by the employees and students;

  3. Deal with cases of discrimination and sexual harassment against women, in a time bound manner, aiming at ensuring support services to the victimized and termination of the harassment;

  4. Recommend appropriate punitive action against the guilty employee(s)/student(s) to the Director.

According to the Supreme Court guidelines sexual harassment can be defined as "unwelcome" sexually determined behaviour (whether directly or by implication) as:

  • Physical contact and advances;

  • Demand or request for sexual favours;

  • Sexually coloured remarks;

  • Showing pornography, displaying pornographic or other offensive or derogatory pictures, cartoons, pamphlets or sayings, and

  • Other unwelcome physical, verbal or non-verbal conduct of a sexual nature. (Vishaka judgment by the Hon'ble Supreme Court)

Procedure to lodge a complaint:

The victim or a third party may lodge a written complaint addressed to the Convenor of the Committee. If the complaint is made to the Director or Executive Registrar or any of the Committee members, they shall forward the same to the Convener.
