Internal Complaint Committee

DA-IICT aims to provide safe working and learning campus life for faculty, staff and students free from gender discrimination and sexual harassment. It further cultivates the atmosphere where men and women work together towards the growth and prosperity of the institution in a safe and healthy academic environment.

The Internal Complaint Committee (ICC) formed by DA-IICT Gender Cell shall be responsible for the formal Redressal of complaints of gender discrimination and sexual harassment. It shall receive complaints, conduct inquiries and recommend disciplinary action, if any, in accordance with the provisions of the “Act”.

Any written complaint of sexual harassment by the aggrieved women shall be submitted directly to the Internal Complaint Committee formed by Gender Cell of DA-IICT. Any aggrieved woman may make, in writing, a complaint of sexual harassment to the ICC within a period of three months from the date of incident and in case of a series of incidents, within a period of three months from the date of last incident.

In order to take care of complaints pertaining to Ragging and Sexual Harassment, the DAIICT has two cell/committees as under:

A) Gender Cell (Committee against Sexual Harassment)

The DA-IICT Gender Cell is based on the guidelines set up by the University Grants Commission (UGC) in 2013. It is a permanent cell and with a Committee that consists of faculty members, elected student representatives, staff members, counselor, a Gynaecologist, a lawyer, and a member from an NGO. In order to ensure an inclusive and a safe campus, the Gender Cell at DA-IICT implements those guidelines to address sexual harassment, violence, discrimination and ragging against community members. The Cell is proactive in developing a conducive environment on the campus for all members of the community.

Since 2003, the DA-IICT Gender Cell has been working towards establishing gender equity on campus. Every year the Cell conducts an orientation programme on Gender Sensitization for students.

For the academic year 2022-2023, and until further notice, the Committee consists of the following members:

Prevent discrimination and sexual harassment against members of DA-IICT community, by promoting gender amity among students and employees.

Terms of Reference of the Committee

  • Recommend changes and amendments in the Rules and Regulations applicable for employees and students to make them gender just. To lay down procedures for the resolution, settlement and prosecution of acts of discrimination and sexual harassment against members, by the employees and students
  • Deal with cases of discrimination and sexual harassment against all members of the community in a time bound manner, aiming and ensuring support to the victim
  • Recommend appropriate action against the victimizer.

According to the Supreme Court guidelines sexual harassment can be defined as “unwelcome” sexually determined behaviour (whether directly or by implication) as:

  • Physical contact and advances
  • Demand or request for sexual favours
  • Sexually coloured remarks
  • Sharing pornography, displaying pornographic or other offensive or derogatory pictures, cartoons etc
  • Or any other unwelcome physical, verbal or non-verbal conduct of a sexual nature. (Vishaka judgment by the Hon’ble Supreme Court)

Procedure to lodge a complaint

The victim or a third party may lodge a written complaint addressed to the Convenor of the Committee. If the complaint is made to the Director or Executive Registrar or any of the Committee members, they shall forward the same to the Convener of the Gender Cell.

B) Anti-ragging Vigilance Committee

The ragging is a criminal offence. Therefore, the UGC has framed regulations on curbing the menace of ragging in higher educational institutions, in order to prohibit, prevent and eliminate the scourge of ragging.

These regulations have been notified at the institute website and also in the announcement folder of the institute e-notice board.

The DAIICT requests the students to go through thoroughly and understand what constitutes ragging and the institution's and students' responsibilities to prevent such incidents within the campus. They are also required to give the necessary undertaking/s by them and their parent/s in the prescribed format in strict compliance of the UGC regulations.

DA-IICT, on its part, has taken a strong decision to follow a 'zero tolerance policy' towards ragging and anyone who directly or indirectly gets involved in a ragging offence will be dealt with an iron hand and the punishment must be expulsion from the institute besides police action as per the law of the land. The institute has formed anti-ragging vigilance committees right earnestly to strictly deal with ragging incidents. Each student is requested to have an introspection about the evils of ragging that puts the reputation of the institution at stake, shatters the psyche of the victim and spoils the future of the culprit. Each one of you is requested to behave in the utmost friendly manner with fellow students without junior-senior discrimination and help the new comers settle comfortably and adjust to the campus life with your unstinted support and guidance.
